Solid Powerlifting League (SPL) Official Rulebook

## 1. Purpose & Scope

The Solid Powerlifting League (SPL) exists to provide fair, consistent, and standards-based powerlifting competitions. SPL meets are conducted under strict judging criteria comparable to USPA-style federations and are designed to be fully compatible with OpenPowerlifting.

SPL offers both **Tested** and **Untested** divisions. All athletes, officials, and meet directors are required to adhere to this rulebook.

## 2. Divisions

### 2.1 Tested Division

* Subject to drug testing

* In-competition testing only

* WADA-style banned substance list

### 2.2 Untested Division

* No drug testing

* Clearly labeled as Untested in all results

### 2.3 Equipment Divisions

* Raw (Sleeves)

## 4. Equipment Rules (Raw – Sleeves)

### Allowed Equipment

* Belt (max 13mm thick, 10cm wide)

* Knee sleeves (max 7mm)

* Wrist wraps (max 1m)

* Chalk

* Singlet

* Deadlift socks (knee-high max)

### Prohibited Equipment

* Knee wraps

* Supportive suits

* Multi-ply equipment

* Adhesive substances

## 5. Competition Format

* Three attempts per lift

* Best successful attempt per lift counts

* Highest total wins

Lift Order:

1. Squat

2. Bench Press

3. Deadlift

## 6. Squat Rules

### Setup

* Bar must be placed across the shoulders

* Hands gripping bar

* Feet flat on platform

### Depth Standard

* Hip crease must pass below top of knee

### Commands

* "Squat"

* "Rack"

### Causes for Failure

* Insufficient depth

* Stepping or loss of control

* Failure to wait for commands

## 7. Bench Press Rules

### Setup

* Head, shoulders, glutes in contact with bench

* Feet flat on floor

### Commands

* "Start"

* "Press"

* "Rack"

### Requirements

* Bar motionless on chest

* Even lockout of both arms

## 8. Deadlift Rules

### Setup

* Any grip allowed

* Bar starts on floor

### Completion

* Knees locked

* Shoulders back

### Command

* "Down"

### Causes for Failure

* Hitching or downward movement

* Dropping bar before command

---

## 9. Judging

* Three judges minimum

* Majority decision determines lift outcome

* White light = good lift

* Red light = no lift

---

## 10. Weigh-Ins

* 24-hour or 2-hour weigh-ins

* Official scale provided

* Lifters allowed unlimited attempts within time window

---

## 11. Drug Testing Policy (Tested Division)

* Random or podium testing

* Refusal equals failure

* Four-year ban for failed test

* Publicly posted sanctions

## 12. Records & Results

* Records maintained separately for Tested and Untested

* Results submitted to OpenPowerlifting

---

## 13. Meet Director Responsibilities

* Ensure equipment compliance

* Provide certified judges

* Submit accurate results

---

## 14. Conduct & Sportsmanship

* Unsportsmanlike conduct may result in disqualification

* Lifters must respect officials and staff

## 15. Amendments

SPL reserves the right to amend this rulebook. Updates will be publicly posted.

Solid Powerlifting League (SPL) Official Drug Testing Policy

---

## 1. Purpose

The Solid Powerlifting League (SPL) Drug Testing Policy exists to ensure fair competition, athlete safety, and credibility within the Tested Division. This policy aligns with standards recognized by OpenPowerlifting and comparable USPA-style federations.

This policy applies **only to SPL Tested divisions**. Untested divisions are clearly designated and are not subject to drug testing.

## 2. Tested vs Untested Divisions

### 2.1 Tested Division

* Subject to drug testing

* In-competition testing only

* Compliance with this policy is mandatory

### 2.2 Untested Division

* No drug testing

* Lifters acknowledge they are competing without drug controls

* Results are labeled as Untested in all records

## 3. Banned Substances & Methods

SPL follows a **WADA-style prohibited list**, including but not limited to:

* Anabolic agents

* Peptide hormones

* Growth hormones

* SARMs

* Stimulants

* Diuretics and masking agents

* Gene doping

Prescription medications must be declared at weigh-ins. SPL does not grant Therapeutic Use Exemptions (TUEs).

## 4. Testing Protocol

### 4.1 Type of Testing

* Urinalysis

* Conducted in-competition only

### 4.2 Selection for Testing

Testing selection may include:

* Random selection

* Podium placement

* Record-setting performances

* Meet Director or SPL Official discretion

A minimum of **three lifters per Tested session** may be selected when feasible.

## 5. Athlete Responsibilities

* Athletes must report immediately when notified

* Valid photo identification required

* Failure to comply constitutes refusal

Refusal to test is treated as a failed test.

## 6. Sample Collection & Handling

* Samples collected by authorized personnel

* Chain-of-custody documentation maintained

* Samples sent to a WADA-compliant laboratory or equivalent

---

## 7. Results Management

### 7.1 Negative Result

* Lift results remain valid

* No further action taken

### 7.2 Positive Result

* Immediate provisional suspension

* Results from the meet invalidated for Tested division

* Athlete notified confidentially

---

## 8. Sanctions

* **First offense:** Four (4) year ban from all SPL Tested competitions

* **Second offense:** Lifetime ban from SPL Tested division

Banned athletes may compete in Untested divisions unless otherwise prohibited by SPL.

## 9. Public Disclosure

* All sanctions are publicly listed on SPL platforms

* Athlete name, violation type, and ban duration disclosed

## 10. Appeals Process

* Athletes may submit a written appeal within 14 days

* Appeals reviewed by SPL Executive Committee

* Committee decision is final

---

## 11. Acceptance of Policy

Participation in any SPL Tested division constitutes acceptance of this Drug Testing Policy.

## 12. Amendments

SPL reserves the right to amend this policy. Updates will be publicly posted prior to implementation.
